History
We were young and  had very  high ambition  for ourself , Seychelles and the  Indian Ocean nations. only we knew the real potential  of our  country. Particularly after the exposure to the European thinking.  We had been  privy  to an alternative  political, social and economic approach  in Seychelles, Mauritius and East Africa before independance.  Things had to change the year 1978.

We had been exposed to  interdisciplinary/multidisciplinary  management approach  at a  very young age. already.

After  very serious discussions  with officials of  UN - UNIDO - World bank seeking   political and economuic change  in Seychelles it was decided to take the bull by the horn.  The  first , most  important  undertaking was to  research   into  the  Small nation economic around  the world -  of most importance was the CARICOM,  the pacific  economic Association and South ern Africa   economic grouping  and  Asian smalll nation grouping.

We knew  that  the UN, the USA, the Western nations , Soviet Union and China  let alone the OAU  would not support  such an economic  grouping for the Indian Ocean.  So we undertook a research  using UNIDO- world Bank facilities  titled  Indian Ocean  Industrial Investment  and Promotion Centre.

Among  the personalities  who lent their support  was Prof  Dr Micheal Hoffman  and  executive of Interdisciplinary management Institute  , the Austrian  government COMECON  consultant    office AstroPlan,   the Austrian  Trade  Officials for East Africa,  two other leading  Austrian consultant  comapny, a leading management  company ,  the Head of SGS  Vienna,  Inter Office Director - owned by Dr Ditrich  Vograin,  Dip  Kaufman  Sepp Rainer  of  FB  company,  the Officials of Iranian Airline, Officials of  Austria  two leading  Banks,  Leading  politicians  two other  leading  Viennese  families  with important  business connections in Vienna - austria.  Most important  the support of  Mr David Rakotopare former director of  Madagascar Central Bank  and the brother inlaw of the then  President of Madagascar.  We also had support from French , South African  Embassy , Israel    Officials.   We also had the support of  important Iranian officials  at UNIDO and Important government official   support.

Copy of the research  was  handed to the following officials,  UNIDO,  World Bank,  Seychelles government  President FA Rene,  government secretary and Chief Executive of  SFA Mr Maxime  Fayon,  Minister Dr Maxime Ferrari  Office,    we had met Seychelles  Ambassador in France - Mr Ralph Adam later Minister, the OAU, the South African  government, Prof  Dr Micheal  Hoffman  of  IMI ,  Austrian government officials,  Officials of Austria Leading Bank ,  Heads of  Vienna base  leading  Project  Management - Consultlants  in COMECON,  Africa,  and Arab  countries.

At  a meeting of   leading Mininsters of  the regional  nations, most prominent Seychelles Minister of Development , Dr Maxime Ferrari of the Indian Ocean  - the  idea /concept was   presented discussed for the  setting up of  an  economic grouping of the small nations of the Indian Ocean   later to be called  COI It was the first step .
